Dears,

Please widely spread the word regarding fraud non existent company in Cotonou, Benin called OECHTECH GMBH ENGINEERING. This company attracts seller, exporter from foreign company with the promise of 60% advance payment via wire transfer and afterwards requests the seller to travel to Cotonou on his own expense and then all the trouble is to come.The office in their contact address doesn't exist. They prearrange the scene for the seller to feel he is inside a real office with corrupt board members requesting bribes, dinners,lawyer fees etc..If seller didn't respond, I suggest he / she would be kidnapped

But here in Cotonou,the areas are not the same,even if we give Mr Mohamed directions to our company,we still need to have his contact phone number to contact him ,since he is in Cotonou,so that we can speak with him on phone and at the same time give him direction to our company or better still ask him where we can come and pick him up?.

Once we are in contact with Mr Mohamed Ali on phone call,we can brief him on the detailed ceremony scheduled for his and your stay.

The meeting location for the ceremony is our office,where we are glad to bring Mr Mohamed to see us on Monday,after which he will communicate with you right there in our office.

The detailed ceremony scheduled for Mr Mohamed and your stay, including meeting locations and timing should then be provided for his when he comes to our office or discussed on phone with him prior to coming to our office.

Therefore,it is necessary you provide us with Mr Mohamed Ali,phone number in Benin to contact him and give him direction and location to our office,ahead of meeting with him on Monday.

We have noted you will be coming to Benin.Once again,your representative may have the full rights to act on the behalf of your company if such representative is officially introduced by your company to us.You know what I am talking about.

We do not work on Saturday, besides,we can only hold meeting with such representative as I said before,if the representative is a staff of your company and with full introduction by you/company to us.

If you would not mind,I will advise you to go back and read the paragraphy 19 of draft contract below ,which says categorically that any staff of seller's company is qualified enough to sign contract with us.

The undersigned declare that the foregoing instrument fully sets forth the entire agreement (other than the Memorandum of Understanding as stated in the above paragraph 01)between the parties and the signatories below have fully and duly authorised to enter into and bind each representative company to the contract. In witness whereof the parties have executed this agreement under thehand of their duly authorised officers as witness below, any staff of the company can be a signatory to this agreement.


Secondly,I don,t understand what you meant by your notarized / authorized representative is now in Cotonou on your behalf, ready with all your documents, and eligible to sign on by your behalf.

For your information,any representative you send to us that is not a staff of your company we are remitting money into their account,we will not be accepted by our CEO and board period.

I made our company policy very clear to you in the very beginning that you should come with the physical sample of your Siwa Salt etc and not by post.
The address on the draft contract is the correct addfress,unless you thought otherwise.

We don,t realy understand what you meant by notify exactly of accurate time schedule / plan for your representative stay,without fiormal information,no identification etc. If I may ask you,we don,t do things like the arabs,we must have full identification of whom you are sending to us for approval by our management.

Finally,how can you start notarization and legalization,when contract has not beign signed officially.That is unbelieveable.

If you are not willing to do things the right way,be kind enough to tell us now.

In response to your question,it is generally acknowledged that when the awardee awards contract of any sort to a contractor,for a better understanding,the awadree usually invites the contractor to discuss the projects indetails inform of interview and to assess the contractor and to know whom payment are made into the bank account.

As I'm writing to you now,our administrative department has prepared the official "End User Notification Letter",in the name of your company,which will be sent to you,once you've received draft contract from us for your perusal.Besides,I recommended your company and products to the joint projects committee.

We have noted that you are completely capable and ready for funding your trip to Benin, in addition to funding the whole operations.Well,if you need 100% of payment via confirmed irrevocable L/C payable at sight ,that could be done,only when contract is officially signed between us and your company in Benin.

As a matter of fact,it seems you are giving us conditions to work with you?.The point which I would like to you to take note is that we do not sign contract via email with any foreign or indigenous contractor,in sofar as we are awardee and we are putting our money at risk,therefore,our board insist on seeing the contract one on one,with physical product samples displayed before the board by the supplier.

As I said before,you will receive confirmed L/C for 40%,prior to shipment of initial goods to Cotonou Seaport.It is a necessity for the seller to witness wire transfer for 60% and finalize legal formalities in Benin period.

If you need 100% of payment via confirmed irrevocable L/C payable at sight, with no need for advance payment,we can only do that once we have officially signed contract etc,because to open L/C also involves alot of money.

Finally,we had a very bad experience two years ago,in the hands of Italian supplier,after we had opened L/C in the name of the supplier,he disappeared till today.

Scenario 2: We still need interview

To effectively skip this step, buyer can request sample, seller's legal documents / commercial registry / Export Licence, company profile, and then enquire via Egyptian embassy near Oektech office and then the same steps as scenario one (with the inclusion of inspection documents in L/C docs (POP))


Scenario 3:

Mentioned in Proforma / FCO baring in mind that we can pay buyer back the full travel expenses via any method upon receival of L/C confirmation

6- Buyer delivers T/T payment to seller for 60% of total 45 days batch CIF price(YES) (plus inspection fees and minus supplier air tickets
and hotel fees)(BUYER HAS NO FINANCIAL PROVISION FOR HOTEL FEE/AIR TICKET)
7- Supplier travels back to Egypt to start production immediately or upon agreed timing(OFCOURSE)
8- Buyer sends representative to Egypt upon loading of goods(YES)
9- L/C documents (POP) including B/L are to be provided to bank with a maximum of 2 weeks after start of production(YES)
10- Supplier provides L/C documents to bank and turn L/C into operative L/C(OFCOURSE)
11- Delivery to Cotonou should be within a maximum of 30 days after B/L(YES)

Above is our response to the 11 points you raised.

If you don,t mind,our finance department would like to receive officially signed proforma invoice,prior to issuance of draft contract to you by our legal department .

Definitely,we will send representative to your office as I said in my previous email during loading and shipment only.

However,we do not send representative twice to visit any supplier/seller,we only send representative to the seller once ,for the purpose of loading and shipment of goods.

Further more,take note that our CEO and the board would like to have the supplier in person in Benin for interview,to sign contract and payment voucher in our finance department and to go to the bank to witness wire transfer of initial deposite of 60%.

We also need to see the seller in person inorder to know whom we are remitting our money into his/her bank account for supply of products.

The LOI will be sent to you once the director finance signs it.
