The scammer sends an intro email looking for web development and hosting and says they are deaf so need to communicate via email/text, second email asks for a quote for a website based on http://www.agroamerica.com.

The key phrase in the second email to look for is "and i have a private project consultant, he has the text content and the logos for the site" I believe they would then ask for the work, pay by credit card and ask us to send a check to their project consultant.
