1-202-555-1212 info@fleetlineglobal.com Scammer provides you with tracking that can only be tracked through his wordpress website: Fleetlineshipping or Fleetlineglobal https://fleetlineglobal.com/track-form/ You enter his tracking number into his website and it displays your fake tracking order. When Paypal look insert his fake tracking number into his fake tracking website it shows as being legitimate in Paypal's eyes. The scammer then updates the tracking to 'delivered' after paypal asks for further information and they release your money to the scammer as Paypal consider the site legitimate, the package has been delivered to your Paypal address and you have zero products and now zero money. You have now been scammed by Paypal as well as the scammer because Paypal will not recognise your claims that the package did not arrive and the seller is a scammer because he has created a fake tracking website.

His real facebook page is: https://www.facebook.com/WALUGEMBE.frank.7 and he lives in Kampala, Uganda. He's just a kid running a scam and his pictures on facebook and Instagram are all about 'Frank Nova' living a great live of high style.
He uses the aliases Ngwenyang Fabrice Chia, Frank Lanse, Dr Frank Novan, franklanse@hotmail.com, Novana Elites Ltd, novanaelites@gmail.com who is based in Uganda and runs a scamming website and linked social media profiles. His real name is @walugembefrank, Frank Walugembe.
The website novanelites.com says the company is in China with an address in Los Angles, and San Diego USA, but all payments go directly to Ugandan scammer Frank Walugembe. His written English language skills are excellent and there's no detection that he's from a none English speaking country.
He scams people with the offer of any type of goods the customer wants eg raw chicken wings, copper, steroids, prescription medication, mobile phones, toys etc. He promises genuine products, tracking numbers that are fake and go nowhere, money cannot be refunded and he blocks you from contacting him after you've made payment.
To further entice you, Frank Lanse says you can pay 50% upfront via money order before the goods arrive and 50% after the goods arrive via money order. He says you can also pay by Paypal using 'Friends and Family' so there's 'no waiting time and he can ship the goods to you immediately instead of waiting 20 days for paypal to clear the funds'. This means you have zero hope of paypal buyer protection recovery of funds. He provides a fake tracking number that shows your goods are permanently 'stuck in transit' either at border security, customs or some other excuse. The goods never arrive and the 50% upfront or the full amount via Paypal is gone and Frank Novan novanaelites lies and says your goods are being held up in customs and asks for more money in order for 'random country' / USA customs to release your goods.
