1.0 EXECUTIVE SUMMARY:
Our organization, the Health Support Initiative (HSI), is a registered non-profit, non-religious,
non-political and Non-Governmental health-based organization (NGO). It came into existence
to assists essentially the communities. We focus on disease prevention, management and
eradication. Health Support Initiative (HSI) was founded in 2006 and headquartered at 45
Airport Road, Benin-City, Edo -State. Dr. Philip Ugbodaga is the Chief Executive Officer and
he is the current Chief Medical Director (CMD) of Central Hospital, Benin City, the apex
hospital of the government of Edo State in Nigeria.
Medent Services Nigeria Limited is in the business of supply of medical and dental equipment
and she is collaborating with Health Support Initiative to seek for funds and medical supplies
for this project.
1.1. PROJECT SUMMARY
Project Title: Water, Sanitation and Hygiene Project
Project Sector: Safe drinking water and modern toilet facilities in public primary and
secondary schools
Project Duration: 12 months
1.2 DESCRIPTION OF THE AREA
Edo State is in Nigeria, with Benin City as its capital, the population of the entire state is
approximately 8 million people. Most of the inhabitants in the towns are poor and job
opportunities rare, hence many have resorted to peasant farming for survival. Many of the
youths are engaged in irregular migration to Europe, crossing the Sahara desert and
Mediterranean Sea to get to Europe

2.0. OUR BACKGROUND/ANTECEDENTS:
Health Support Initiative (HSI) is a health and safety organization with one of her roles being
the provision of healthcare, water, health promotion in the rural communities in Nigeria. We
have over the years networked with several sister NGOs with the aim of improving general
quality of life of people living in the rural areas. We have engaged in several free medical
screening services, humanitarian outreaches, sinking of bore holes etc. Our organization is
made up of highly qualified professionals in various endeavours of life. We are collaborating
with Medent services limited in this water, sanitation and hygiene project. We aim to provide
solar powered bore holes, modern water system biofuel toilet facilities in all the public primary
and secondary schools in Uhunmwonde local government area of Edo State. For detailed

3.0. PRESENT SITUATION IN THE PUBLIC SCHOOLS
Primary and secondary schools are the bed rock of every educational achievement/attainment
in life. A sound primary and secondary education will hitherto lead to considerable, sound and
effective higher education. When environment is stimulating, teaching and learning are
effective and thus motivating. When the reverse is the case, pupils’ personality and emotion
would be adversely affected.
In Edo State especially in the suburb areas and rural areas like Uhunmwonde Local government
area, most of the school buildings are in shambles. Some of them still wear the look of the 80s.
A cursory observation of both primary and secondary schools in Uhunmwonde Local
Government Area of Edo State showed that all the schools have no water supply, no toilet
facilities and no wash hand basin. There is no access to pipe borne water in the primary and
secondary schools.
The health and sanitation in all the public schools in Uhunmwonde Local Government Area of
Edo State is precarious due to lack of safe drinking water, lack of toilet facilities and wash hand
basins. Many of the children resort to bringing their own water from their homes. Open
defecation is the order of the day in the schools, this pose serious threats to the learning and
health of the pupils, teachers and none- teaching staffs.
The incidence of waterborne disease and other childhood diseases are widespread in
Uhunmwonde Local Government Area of Edo State. Approximately four in ten children die
before turning five; 60% of these deaths result from water related diseases and infections from
inadequate waste disposal. There are constant disputes over access to water in the communities
which usually leads to regular communal clashes and occasional deaths. Only approximately
4% of the Uhunmwonde Local Government Area of Edo State population has access to safe
water.

Improvement of the water and sanitation situation is the driving force for learning,
indispensable for human health and welfare. Hence we are seeking partnership and funding to
enable us provide free water to the schools and build modern biofuel toilet facilities in all the
schools.
3.1 PROJECT DESCRIPTION:
In the 139 (one hundred and thirty nine) schools, we intend to
a. Put a water supply system in place
b. Install a solar powered bore hole
c. Construct water storage (reservoir) tanks including steel stands (4 stand pipes per
school)
d. Build 6 (six) modern water system biofuel toilets in each school.
e. Health Education campaigns.
f. Provide at least 10 (ten) hand washing basins in each school
4.0. PROPOSED PROJECT LOCATION
In all the one hundred and thirty nine (139) public primary and secondary schools in
Uhunmwonde Local Government Area of Edo State.
The total number of individuals that will benefit from this project is estimated directly at
120,758 and over 200,000 people from the host communities, as we intend to supply clean
water to the adjoining school communities on weekends and when the schools are on holidays
as many do not have clean water.

5.0. PROJECT DEVELOPMENT OBJECTIVES
To give 120,758 pupils, teachers and non-teaching staff in public primary and secondary school
access to adequate and safe drinking water, modern toilet facilities, good sanitation and
appropriate hygiene services within the next one year (subject to funding) and to build capacity
for sustainable management, regulation and expansion of the school water and sanitation
sector. Over 200,000 individuals in the neighbouring communities of the school will also
benefit as they will be given access to water after school hours, weekends and during school
vacations.
If water and modern water system toilet facilities are provided:
- There will be easy access to safe drinking water by the pupils and teachers in the school.
- There will be sustainable development
- Eradication of water borne diseases (over 1000 cases of skin diseases are recorded yearly).
- Improved quality of life (more money in the pockets of parents of the pupils as unsafe water
drains the finances of the family, as they have to pay for healthcare as a result of diseases or
infections from drinking the unsafe water)
- Increase in the life expectancy of children
- Eradication of poverty and hunger in many households as many will be engaged during the
construction of the water project and many will be employed to maintain the project after
completion - Peace in the communities as there will be no more communal clashes as a result of lack of
water.
- Increase in school attendance
- Improved living and learning conditions (This affect the critical thinking, intellectual
development and aesthetic appreciation of students)
- Efficient and effective disposal of fecal waste, as the biofuel toilets converts waste to manure
so that nothing is wasted and the environment is kept clean
- Pupils, teachers and none teaching staff will be sensitized on key hygiene messages and
support for hygienic behaviour change.
- At least 40,000 households in the neighbourhood of the schools will gain access to clean safe
water and safe excreta disposal.
- 139 schools will be equipped with appropriate sanitation facilities
6.0. THE PROJECT OUTLINE

The project components have been designed to promote rapid delivery while building the
capacity of the ministry of health, schools and host communities to take ownership of the water
project so as to ensure delivering of sustainable long term access to water supply, modern toilet
facilities and water basins.
6.1. Module 1: Advocacy
6.1.1 A needs assessment in the schools has been carried out. They schools have identified
water, modern toilet facilities, water basin facilities and health education as their priority needs.
The place of provision of clean, safe drinking water and toilet facilities was the top priority and
they have pledged their support and co-operation to see to the success of the project in the
schools if we are able to secure the necessary funding.
6.1.2 The environmental impact assessment shows that the proposed water supply project
and modern water system is environment friendly and did not reveal any harm to the ecosystem,
the schools and to the host communities as a result of sinking of the boreholes and building of
the biofuel toilet facilities.
6.1.3 Advocacy: Explaining the operation and maintenance master plan to the ministry of
Education and the school administrators. Explaining implementation strategy and plan of
activities of the project to the ministry of Education and the school administrators.
6.1.4 The Timeline
Signing of Memorandum of Understanding (MoU) between Health Service Initiative/ Medent
Services Limited and the Ministry of Education in Edo state. Implementation of facilities
construction will be completed in 12 months subject to funding.
Hygiene Education Campaign activities will continue for 24 months
6.1.5 The Sustainability
The water use committees (comprising of selected staff and pupils) for each school will be
established and they will be trained in maintenance and repair of all mechanical components.
6.2 Module 2: School Water Supply, Modern biofuel toilets, water basin construction
Construction of
a. At least 139 solar powered boreholes.
b. Construct water storage (reservoir) tanks including steel stands (4 stand pipes per
school)
c. Build 6 (six) modern water system biofuel toilets in each school.
d. Provide at least 10 (ten) hand washing basins in each school
e. Health Education campaigns.
f. Maintenance of the boreholes
g. Chemical treatment of the water scheme
h. All services will be provided through arrangements, facilities and services which are
cost effective, appropriate and sustainable
6.3 Module 3: Capacity Building
Courses, seminars and workshop will be provided for health education, training on the handling
and maintenance of the borehole, solar power and the biofuel toilets, provision of water quality
testing kits in the schools, support and assistance for institutional arrangements and co-
ordination between the schools and the Ministry of Education.
6.4 Module 4: Information Base
Project monitoring and project progress evaluation
Updating and improvement of existing water supply
Preparation of rural sanitation KAP (Knowledge-Attitude-Practice) study
6.5 Module 5: Project Management Team
A water and health management committee will be set up in each school. This will be made up
of:

7.0. COST/BUDGET:
The present official exchange rate in Nigeria is 360 naira to a dollar. This rate is not stable
hence we will be presenting the estimated project cost in United States Dollars.
Total cost of the water supply system, modern biofuel toilets, hand washing basin project in
139 public primary and secondary schools in Uhunmwonde Local Government Area is USD
72,500 for one school and USD 10,077,500 for the 139 schools

It will cost seventy two thousand five hundred dollars (72,500USD) to carry out the project in
one school while it will cost Ten million Seventy seven thousand five hundred dollars
(10,077,500 USD) in all the schools.
9.0. Operation and Maintenance Plan
A well-defined Operation and Maintenance protocol will be established for the sustainability
of project under a maintenance Committee. The maintenance committee will be fully
responsible for the operation and maintenance of the project after completion.
The committee will be made up of the representatives of Health Support Initiative, Edo State
Ministry of Health, the school authorities and the Pupils as well as the inhabitants of the various
host communities. There will be regular training and retraining of the committee.
10.0 CONCLUSION
